Project Background

The Government of Tajikistan has received loan from the Islamic Development Bank (IsDB) toward the cost of the Improvement of Water Resources Management in Khatlon Region Project and intends to apply part of the proceeds of this financing to eligible payments under the contract of consultant services for which this Job Vacancy is issued. The Agency for Land Reclamation and Irrigation under the Government of the Republic of Tajikistan is the Executing Agency and is entrusted in the execution and supervision of the implementation of the Project.

The Project development objective is to improve the livelihood of the rural population through improvement of water resources management with resilience to climate change impacts. This will lead to increase in agriculture production, food security, increase in farm incomes, creation of jobs and alleviating the poverty.

Main objectives of the assignment

The objective of the recruitment of the PIU Deputy Director in Dangara city is to improve the implementation the project management. The PIU Deputy Director will support the PIU in ensuring fulfilling operational, monitoring, reporting, financial and management requirements.

Qualification requirements:

• Bachelor's degree in technical sciences (preferably in the water sector), economic

development, management, finance, or related disciplines, with at least 5-10 years of work experience, preferably in development programs;

• Detailed knowledge in the design, implementation organization and monitoring and evaluation of projects financed by IBRD, ADB, IsDB, or other donors;
• Developed project management skills, including the ability to provide strategic direction for developing work plans and managing project budgets and expenditures;
• Experience in the water / agricultural sector and understanding of sectoral issues;
• A good understanding of the processes and procedures of the IsDB, ADB or IBRD will be considered an advantage;
• Well-developed leadership, interpersonal, communication and negotiation skills, as well as the ability to work effectively in teams and groups.
• Excellent computer skills (Word, Excel, AutoCad).
• Knowledge of Tajik and Russian languages is essential.

The consultant will be selected in accordance with the procedures set out in the Guidelines for the Use of Consultants under Islamic Development Bank Financing (April 2019).
