IMPROVEMENT OF WATER RESOURCES MANAGEMENT

IN KHATLON REGION PROJECT,

1. Consulting services: Selection of Chief Accountant

Project Background The Government of Tajikistan received loan from the Islamic Development Bank to finance the implementation of Improvement of Water Resources Management in Khatlon Region Project, referred as “the Project”. The total Project cost is estimated at US$ 53.50 million. The Project will be financed by the Islamic Solidarity Fund for Development of the IsDB (ISFD), OPEC Fund for International Development (OFID), Saudi Fund for Development (SFD) and Government of Tajikistan. IsDB’s Contribution is US$ 15.00 million. The Agency for Land Reclamation and Irrigation under the Government of the Republic of Tajikistan is the Executing Agency and is entrusted in the execution and supervision of the implementation of the project through Project Implementation Unit Improvement of Water Resources Management in Khatlon Region, located within the Agency for Land Reclamation and Irrigation. The legally binding terms and conditions of the financing are specified in the IsDB Loan Agreement no.No.TJK-1013, dated 28/08/2019, which may be amplified by supplemental letters and /or an amendment. The Project Appraisal Document (PAD) Report is also a useful source of information, although it is not legally binding.

Development Objectives of the Project. The Project development objective is to improve the livelihood of the rural population, through improvement of water resources management with resilience to climate change impacts. This will lead to increase in agriculture production, food security, increase in farm incomes, creation of jobs and alleviating the poverty.

Main objectives of the assignment

The objective of the recruitment of the Project’s Chief Accountant is to improve implementation the project management. The Chief Accountant will support the PIU in conducting financial activities under the project. The Chief Accountant is selected through a competitive process in accordance with the IDB procedures. 

Qualification requirements:

• university degree;
• special accounting education and knowledge of spending procedures;
• at least 10 years of experience in financial and credit institutions in the financial regulation of foreign economic transactions;
• at least 3 years of experience in projects financed from the IDB Grants or other international projects;
• knowledge of legislation in the field of financial and accounting and reporting;
• knowledge of international standards in the field of accounting and reporting;
• knowledge of the Bank's accounting and financial reporting requirements;
• knowledge of accounting computer programs (1C)
• ability to conduct business negotiations;
• knowledge of Tajik, Russian and English;
• good computer skills.

• knowledge of existing regulatory documents in the field of design and construction, including SNIPs;
• ability for analytical work and reporting;
• sociability, friendliness, ability to work with personnel;
• knowledge of Tajik, Russian and English (preferably);
• computer skills (MS Office), Excel, Auto Cad, etc.;
• ability for analytical work and reporting;
• communication skills, friendliness, ability to work with staff;
• good writing and presentation skills

The Irrigation Engineer will support the PIU in conducting engineering and technical activities under the project. The Irrigation Engineer is selected through a competitive process in accordance with the IDB procedures. 

Qualification requirements:

• Higher engineering education in the field of hydro reclamation;
• At least 10 years of experience in the design and construction of irrigation and drainage infrastructure; work experience on a construction site;
• At least 5 years of experience in planning and supervising irrigation and drainage works in international projects (IBRD, ADB, Islamic Bank, European Community, etc.), preferably;
• good knowledge of local building codes and regulations; knowledge of local conditions;
• experience of interaction with local authorities and communities;
• knowledge of Tajik, Russian;
• Computer skills (MS Office), Excel, Auto Cad, etc.
• ability for analytical work and reporting;
• sociability, friendliness, ability to work with personnel.
• good writing and presentation skills

The Monitoring Specialist will support the PIU in conducting monitoring activities under the project. The Monitoring Specialist is selected through a competitive process in accordance with the IDB procedures.

Qualification requirements:

• Higher education in social sciences or related area (at least Bachelor degree);
• At least 3 years of experience in monitoring and evaluation;
• Experience in collecting, analyzing monitoring and reporting results;
• Successful experience in international projects (IBRD, ADB, Islamic Bank, European Community, etc.);
• Good knowledge of project management methods, organization of implementation and project monitoring;
• Skills of generating reports for each phase of the project;
• Skills in assessing costs, timing, risks and methods of preventing / eliminating risks;
• Knowledge of Tajik, Russian and English
• Experienced (advanced) PC user
• Ability for analytical work and reporting;
• Sociability, friendliness, ability to work with personnel.

Qualification requirements:

• Higher education (preferably a master's degree) in management, finance, economics;
• At least five years of experience in procurement in a project funded by international financial institutions (IFI);
• Knowledge of laws and regulations in the field of public procurement in Tajikistan;
• Fluency in Tajik and Russian languages; knowledge of English;
• Good computer skills: Windows XP, Excel, Word and the ability to quickly master new systems;
• Focus on achieving results with the ability to obtain results within a certain volume and time frame;
• Availability of international certificates or diploma in procurement

• ability for analytical work and reporting;
• sociability, friendliness, ability to work with personnel.
